About This Section
Section X covers pulp (Chapter 47), paper and paperboard (Chapter 48), and printed books, newspapers, and manuscripts (Chapter 49). Paper imports generally face low MFN duty rates (0-3%), and most paper products qualify for duty-free treatment under USMCA and other FTAs. The US is a significant importer of containerboard and packaging papers. Anti-dumping duties apply to certain uncoated paper from China, Australia, and other countries. Printed materials (Chapter 49) are generally duty-free, reflecting US commitments under the Florence Agreement on the free flow of educational and cultural materials.
